now we meet the FBI team

the FBI monitored activity of enemy inteligence trying to steal decoding equipment. the US army used radio signals and because those who find the same frequency can hear whatever is sent they must encode the message sent so the listener will not understand unlessthey have decoding equipment and set it at the proper setting.
a cell of terrorists whose main desire was to use fear to get money was trying to get some of the army's decoding equipment.
