a flaw in the february 29 idea

march first is here and we have passed the added day called 29 february.
if the calendar would have the added day in the year 2014 then the twelve-hour day- a natural reality would be identified by the same date both years same as in the year 2013 matching the natural "reality".
the problem is: the calendar did not add the day until 2016 and hence the natural phenomena was called by the "wrong date". in 2013 the day was called 17 and the "same status in cycle" in year 2014 was called 18 despite being the same in the cycle see pictures.
to correct this flaw in the calendfar-
if the added day was in 2014 then the date for the natural reality of the twelve hour day would be called march 17.
adding the day this year only fixed 2016 at 17 but if the day would be added then no day would be needed in 2016 and it would be 17 because the day had already been added.

2012 like this year identified by the number 2016 had an added day in february more than most years called february 29. as a result the day of "the twelve hour day" was march 16 in the "holy land" in contrast to london UK where the "twelve hour day " was 17 march same as this year 2016 also 17 march.
in contrast to 2015 when the twelver was 18 march. what are most years of the cycle?
